I have an existing TOU tariff with shoulder rate disabled. Why are my savings values different?

The previous shoulder_disabled tariff had set times for peak and offpeak periods which were done on a hlaf-hourly interval. Now the times are editable but only to the hour as our energy plan research indicates that this covers almost all time of use tariffs.
